Sunset Harbor, After Dark, Green Cities, Industries are all relatively important, giving more buildings options, more transit options, and smoothing out the rough edges from the base game. I'd consider Mass Transit as the most essential, due to all of the additional transit options (as the name implies). If it's more cost effective to get the bundle than to get the essentials individually, then totally go for it. There are a few dlc I would consider essential, some that add flavor, and some that are entirely unnecessary.
